The complainant reported seeing two subjects walking around the One Loudoun property parking lot attempting to gain access to vehicles and an office building. No items were taken. One of the subjects was described as a 20–30-year-old male, wearing a blue bandana wrapped around his head, a jacket, a blue shirt, black pants, a green backpack, and black & white shoes.
