The victim reported he went into the bathroom inside the Dulles Town Center and was washing his hands when an unknown male walked up to him and touched him in a sexual manner. The subject then hugged him from behind. The subject then left the bathroom and attempted to talk with the victim before exiting the mall. The subject was described as a Hispanic male, wearing a white shirt, light blue skinny jeans, and black hair in a ponytail style.
