The complainant reported that he was robbed of his cell phone by a man who was still in the area. Deputies responded and apprehended the man. Randy Salomon De La Cruz, 29 of Sterling was charged with Robbery and transported to the Loudoun County Adult Detention Center where he was ordered held with no bond.
