The complainant reported that he was involved in a road rage incident and the male in the other vehicle had fired a handgun in the direction of his vehicle. The complainant was able to provide deputies a description of the vehicle and the male who fired the shot. The vehicle was found at a nearby gas station and the driver was positively identified as the one who fired the shot. Kelvin S. Cisneros, 25 of Sterling was charged with 3 counts of Attempted Assault with Malicious Intent, Discharge Firearm from a Motor Vehicle, Brandish or Point Firearm, and Weapons Discharge in Public Place. Cisneros was transported to the Loudoun County Adult Detention Center where he is being held without bail.
