Leesburg, VA (September 16, 2022) – Andrew Hill, 39, of Martinsburg, WV, has been charged with commercial sex trafficking, abduction, malicious wounding, and simple assault by the Leesburg Police Department. Hill is being held on these, and unrelated charges brought by the Loudoun County Sheriff’s Office, at the Loudoun County Adult Detention Center on no bond.
The Leesburg charges stem from an incident that began on Wednesday, September 14, 2022 at shortly after 6:15 PM. The Leesburg Police Department Emergency Communications Center received reports of a suspicious incident. Callers reported that it appeared that a female passenger was attempting to exit a vehicle being driven in the area of the Leesburg Bypass and Fort Evans Road NE, and that the driver was holding the passenger by her hair. Leesburg Police Officers were unable to locate the vehicle at that time.
Later that evening, at approximately 7:30 PM, the Loudoun County Sheriff’s Office contacted the Leesburg Police Department Emergency Communications Center. An LCSO Deputy on patrol observed an adult female exit a moving vehicle located in the area of Fort Evans Road NE and the Leesburg Bypass. The vehicle fled the scene. The LCSO Deputy remained with the female to render her aid until Leesburg Police Officers arrived. It was determined that the female had been assaulted and pushed from the moving vehicle by the male driver, later identified as Andrew Hill. The victim was treated on scene for injuries sustained during the incident. Andrew Hill was arrested later that evening by the Loudoun County Sheriff’s Office pursuant to a crash in Hamilton.
