Deputies responded to the location for a report of a male rummaging through a nearby vehicle. Deputies located the male, who had property belonging to the complainant. Zachary N. Lanouette-Opheim, 35, of Sterling, was arrested and charged with three counts of fraud – Theft of Credit Card, Larceny, and Vehicle Tampering. Lanouette-Opheim was transported to the Loudoun County Adult Detention Center where he was released on a $3,500 bond.
