The complainant reported that his bicycle was taken from the location by a male subject unknown to him. Deputies located the suspect with the bicycle at a nearby location and he was found to be under the influence. Josue I. Arias, 20, of Sterling, was arrested and charged with Larceny and Drunk in Public. Arias was transported to the Loudoun County Adult Detention Center, where he was released on bond.
