The complainant was sitting in his car in the Harris Teeter parking lot when another car pulled in behind him but did not stop before hitting his rear bumper. The striking vehicle then backed up and left the scene, leaving parts of the suspect vehicle behind. The driver and several independent witnesses wrote down the tag of the striking vehicle. The investigating officer collected evidence and located the striking vehicle at a residence in Round Hill. The driver, a 17-year-old who had been licensed for three (3) days, was making her first solo drive and wanted to go to Starbucks. As the drive-thru was too crowded, she decided to go to Harris Teeter. She panicked when she struck the other car and drove home. The officer put the mother of the suspect in touch with the complainant who did not desire prosecution, and they worked out a restitution plan.
