An uninvolved third party witnessed a hit-and-run accident in which the driver of the suspect vehicle hit a parked car, pulling the bumper off the victim’s vehicle. Another uninvolved party stopped the driver of the suspect vehicle and told her of the damage she caused. The suspect pulled next to the victim’s car, waited a few minutes, and drove off without leaving any information. The reporting party waited in the parking lot for someone to return to the damaged car, but no one did for nearly an hour, so he called the police. The investigating officer checked multiple businesses and eventually located the owner of the damaged vehicle. He also canvassed for security video and was awaiting a call back from Giant loss prevention. No one captured a tag for the suspect vehicle.
