A deputy on patrol initiated a traffic stop for an SUV traveling 68 mph in a 45-mph zone. The deputy made contact with the driver and believed he was under the influence, so he administered Standard Field Sobriety Tests (SFST). As the tests were being administered, the subject began to walk away. The deputies informed him he was under arrest and the subject began to actively resist their efforts and attempted to run. The deputies were able to gain control and place him under arrest. Jonathan Ramos Portillo, 23 of Sterling was charged with Driving While Intoxicated and Resisting Arrest. Ramos Portillo was transported to the Loudoun County Adult Detention Center where he was released on a $2500 unsecured bond.
