Deputies responded to the area for a report of a crash involving three vehicles. The driver of the striking vehicle was found to be under the influence. Rony A. Chicas Romero, 25, of Herndon, was arrested and charged with Driving While Intoxicated and Driving Without a License. Chicas Romero was transported to the Loudoun County Adult Detention Center where he is being held pending a bond review.
