Deputies responded for reports of a vehicle that had been involved in several hit-and-run crashes in Fairfax County. The vehicle was reported to have entered Loudoun County. A deputy located the vehicle and conducted a traffic stop. The driver was found to be under the influence of narcotics. Narcotics were located in the vehicle. Theodore Williams Jr., 39, of Herndon was charged with Driving While Intoxicated, Possession of a Controlled Substance, and Driving Without a License. Williams was later released from the Loudoun County Adult Detention Center on a $3,000 bond.
