A deputy in the area heard the distinct sounds of metal scratching and observed a vehicle travel through a stop sign at a high rate of speed. The deputy initiated a traffic stop and the driver was found to be under the influence. The vehicle had significant front end damage. Deputies were able to identify two vehicles that the suspect collided with.
Jose A. Portillo Urbina, 24 of Herndon was charged with Driving While Intoxicated, Drinking While Operating a Motor Vehicle, Driving Without a License, and Two Counts of Hit and Run. Portillo Urbina was also issued citations for Failure to Obey Stop Sign, Unsafe Equipment, and Failure to Use a Turn Signal. He was transported to the Loudoun County Adult Detention Center where he was released on a $2,000 bond.
