Deputies responded to the area for a crash and determined that one of the operators was intoxicated. Jessica Sue Gibson, 46, of Harpers Ferry was charged with Driving under the Influence, Refusal, and transported to the Loudoun County Adult Detention Center where she was ordered held until sober.
