Deputies responded to the area for a report of a found child. The complainant reported that she found a toddler walking around the parking lot. Upon investigation, it was determined that the child was dropped off to an apartment where no one was home. Paulino Raymundo Rivera, 32, of Ashburn, was arrested and charged with Child Abuse and Gross, Wanton, or Reckless Care for a Child. Raymundo Rivera was transported to the Loudoun County Adult Detention Center where he is being held on no bond.
