The complainant reported being assaulted and strangled by a person known to her. Jose Nolasco Recinos, 38, of Sterling, was arrested and charged with Assault and Strangulation. Nolasco Recinos was transported to the Loudoun County Adult Detention Center where he is being held on no bond.
