The complainant reported that a subject known to her followed her to a restaurant and took her phone. The complainant left the restaurant and the subject confronted her again, this time grabbing her purse. As she walked over to the subject, he grabbed her and forced her inside his vehicle. She was able to exit the vehicle a short distance later. On June 3, deputies arrested Jose Quinteros Cabrera and charged him with Assault, Robbery, and Kidnapping. Quinteros Cabrera was transported to the Loudoun County Adult Detention Center where he is being held on no bond.
