The complainant reported that he was assaulted by a subject known to him and was prevented from calling 911. Taylor J. Devito, 33, of Fairfax, was arrested and charged with Assault, Strangulation and Preventing a Call to Law enforcement. Devito was transported to the Loudoun County Adult Detention Center, where she is being held on no bond.
